In Georgia you must be at least 16 years old to apply for a Class D or Class M license;15-years-old may apply for a learner’s permit. All first time drivers in the state of Georgia are required by law to take the 30-hour driver education course in order to obtain a Driver’s License by 16. All new drivers in the state of Georgia, regardless of age, must take a written test and driving test.
If you moved to Georgia from another state and need to transfer your license, you must do so within 30 days. The state now gives the applicant the choice of a five-year to 10-year license, with the following costs: Class A,B,C and M 5-year, $20; 10-year , $35; instructional permit, $10; Class D provisional license 5-year, $10. If you choose to renew your license by phone, mail or Internet, you will receive a $5 discount.

Property taxes are charged against the owner of the property as of January first. Property tax returns are to be filed between Jan. 1 and April 1 with the county tax assessor’s office.
Homestead, School, Disabled Veterans, and Preferential Agriculture exemptions may be available.
The basis for property tax is the fair market value of the property, which is established on Jan. 1 of each year. The tax is levied on the assessment value, which by law is established at 40 percent of fair market value. The amount of tax is determined by the milage rate. (One mil of tax is equal to $1 per $1,000 of assessed value).
All property owners of Stephens County must pay for Georgia State mileage (0.25), the Stephens County milage (9.75) and the Stephens County School System milage (18.4). Residents within Toccoa city limits must also pay the Toccoa City milage (7.19)

Voter registration in Georgia is a county function. Stephens County will issue voter registration cards after reviewing and processing applications.
As a voter, you must register to vote in your new county of residence when you move. If you don’t register to vote by the deadline of any particular election, you cannot vote in that election.
To register to vote in the state of Georgia, you must be: a citizen of the United States, a legal resident of Georgia and the county in which you wish to vote, and at least 18 years of age by election day. You may not register to vote if you are currently serving any sentence imposed by the conviction of a felony or judically determined to be mentally incompetent.
In the state of Georgia, you do not have to register by political party to vote in the state’s regular primaries or general election.
